DERECHO A LA SALUD – SOCIALIZANDO DATOS

El pasado lunes se presentó, a través de las redes sociales, la Encuesta Nacional de Salud y Nutrición 2018-2019, conocida por las siglas ENSANUT. Como en muchos otros estudios de esta naturaleza, su ejecución congrega a diversas instituciones, en este caso participan: el Instituto Nacional de Estadística y Geografía, el Instituto Nacional de Salud Pública y la Secretaría de Salud.
En los tiempos que corren, donde galopa alegre y fúnebremente -si es posible esta expresión- la pandemia, la salud toma un lugar central; es punto de enfoque de políticas públicas, de todas las instituciones. Tema que ha trascendido las esferas públicas y también es tópico de interés en la intimidad de los hogares: ya sea para aplicar protocolos de cuidado y prevención o para negarse a aceptar la veracidad del COVID-19.
Nunca como hoy se ha puesto en debate tantos temas: educación, trabajo, limpieza, acceso al agua, informalidad, precariedad, tecnologías, infraestructura, vivienda, etcétera… pero todos ellos tienen como referente la salud.
La OMS dice al respecto: el goce del grado máximo de salud que se pueda lograr es uno de los derechos fundamentales de todo ser humano (OMS, 2017). El Art. 4 Constitucional, señala “derecho a la alimentación nutritiva, suficiente y de calidad. El Estado lo garantizará”; el mismo artículo habla del derecho a protección de la salud: acceso, salubridad general, sistema de salud para el bienestar, atención integral y gratuita -para quienes no cuenten con seguridad social.
En este contexto, de derechos y acceso real, se presentó la ENSANUT; los datos se pueden consultar en un documento extenso -268 páginas, editado en agosto pasado y que se puede descargar del sitio web del Instituto Nacional de Salud Pública -insp.mx-. El esfuerzo interinstitucional está ahí, reflejado en números, datos, gráficas, metodología. Es menester su análisis para que se tomen las decisiones pertinentes para apuntalar aquello que haga falta.
Algunos datos que pueden ser de interés: el 18.7 por ciento dijo no tener acceso a los servicios médicos; en lo que se refiere al gasto en salud -se distingue por hogares rurales y urbanos-, el promedio mensual nacional por persona es de $162.38, en lo urbano sube a 170.61 y en el ámbito rural es de 135.81; el principal motivo de acudir a una consulta médica fueron las enfermedades y síntomas respiratorios agudos, con el 25.6 por ciento. En lo que se refiere a dónde acuden a los servicios de salud ambulatorios, es de destacar que en las tres ediciones comparadas -2006, 2012, 2018-19- los mayores porcentajes están en las instituciones privadas.
El Derecho a la Nutrición y la Salud está en la Constitución, la ENSANUT nos ofrece un panorama que vale la pena tomar en cuenta. Recordemos que siempre de los siempres, quienes más padecen son aquellos que menos o nada tienen. Si se cruzan estos datos con los porcentajes de pobreza en el país, el panorama es nada halagador, es un escenario para ocuparse con todos los recursos disponibles, voluntad por delante, de procurar el acceso a los sistemas de salud de la población más necesitada. Hoy, muchos de los recursos de la infraestructura de salud pública están enfocados en la atención de la pandemia, pero ¿y las otras enfermedades y su atención? Hay muchos temas que se pueden derivar de la revisión de estos datos. Recordemos que el cuidado por la salud empieza por los hábitos de cada persona, cuidémonos para cuidar.
