En Colima, solo el 2.1 por ciento del territorio se encuentra ocupado por asentamientos urbanos, aunque pareciera que es más, así lo dijo el Arquitecto, Ignacio Barajas Ávalos durante una videoconferencia en el marco del Día Mundial del Hábitat y el mes de Octubre Urbano de ONU.
Durante su ponencia, el experto señaló que el estado, el 89 por ciento de la población es urbana, mientras que el 11 por ciento restante corresponde la población rural.
“Tenemos un patrón que es disperso, distante y desordenado, con una baja densidad urbana, hay mucha tierra interior vacante, hay tendencia de una expansión hacia la periferia, además de tener una tendencia a ocupar zonas productivas, trayendo como consecuencia el incremento en el parque automotor”, comentó.
Barajas Ávalos detalló que la zona metropolitana que incluye los municipios de Colima, Villa de Álvarez, Comala, Coquimatlán y Cuahtémoc, cuentan con una densidad de 39 habitantes por hectárea; en el caso de Tecomán es de 42 habitantes por hectárea; mientras que en Manzanillo es de 31 habitantes por hectárea.
Destacó que la densidad de los desarrollos campestres es de 30 habitantes por hectárea, lo que refleja que hay una baja densidad en la ciudades donde se supone que hay mayor cantidad de servicios y se debería aprovechar mejor el territorio.
En el evento organizado por las asociaciones civiles: Colima 2030, Empoderamiento Climático, Ciudades Sostenibles, el Consejo Nacional de Estudiantes de Arquitectura de México Cede Colima y la Asociación de Egresados de Ingeniería Civil del Estado de Colima, el experto en la mayeria dio un breve recuento de la situación urbana actual y la tendencia del ordenamiento territorial y de desarrollo urbano en Colima.
Ignacio Barajas indicó que con el paso de los años se ha buscado distinguir lo que es ciudad y lo que es zona rural, cuando realmente se está hablando de un solo territorio.
“Lamentablemente e institucionalmente se tienen esta duplicidad al tener una secretaría que atiende el desarrollo territorial y otra secretaría que atiende los temas ambientales, y esto no ha permitido hablar de la regulación del territorio de forma integral”, expuso.
Manifestó que el suelo es finito, sin embargo hay un cierto territorio que está administrado, pero se vuelve más escaso cuando se habla de esa dicotomía del suelo que establece si es apto para el desarrollo urbano, la edificación, las actividades económicas y del suelo que deberían ser conservadas como están.
Refirió que dentro de la función pública del ordenamiento territorial y urbano, hay toda una facultad de los gobiernos municipales para ordenar y regular el territorio y ordenar usos de suelo.
Ignacio Barajas, aclaró que el territorio rural no es aquel que aún no se urbaniza tal y como se ha venido manejando en los últimos tiempos, trayendo como consecuencia el incremento de supuestos terrenos campestres.
“Los famosos campestres, hay una gran cantidad de ventas que son completamente irregulares que están fraudeando a la gente y poniendo en riesgo territorios que no son urbanizables, que deberían conservarse porque tienen una función ambiental y que de no hacerlo todos corremos riesgo”, concluyó.
